Mr. Finton De Bourg, CEO of Capital
Bank International Limited was
formally charged with three counts
of fraudulent breach of trust. The
charges were read to Mr. De Bourg at
around 3.00 o’clock this afternoon
at the St. Paul’s Police Station De
Bourg is expected to make his first
appearance before the St. George’s
Magistrate’s Court on Monday, May
20th 2008, to answer the charges.
The Financial Intelligence Unit and
the Royal Grenada Police Force
carried out an operation at the
residence of Finton De Bourg on
Wednesday 14th May 2008.
This development came against the
background of several complaints
being made to the Financial
Intelligence Unit by depositors of
Capital Bank.
A search warrant was executed, which
permitted the police to enter his
residence to conduct a search and
seizure of items relevant to the
investigation.
The operation led to the detention
of Mr. De Bourg.
The Financial Intelligence Unit is
continuing its investigations.

Those
were the words used by Attorney
General Elvin Nimrod to describe
allegations by some members of the
bar that the government,
specifically the Executive Branch,
was attempting to remove the Chief
Magistrate from office.
On April 1, 2008, the
Permanent Secretary in the Ministry
of Legal Affairs wrote to the Chief
Magistrate indicating that the
Ministry proposes to advise His
Excellency the Governor General that
she be retired from the Public
Service on the grounds of age at the
expiry of her vacation leave that is
with effect from March 3, 2009.
The Chief Magistrate
responded to the Permanent
Secretary’s correspondence by filing
a constitutional claim on the 4th of
April 2008, wherein she asserts that
the communication from the Permanent
Secretary amounts to an attempt to
remove her from office and that it
is the Governor General who, on the
advice of the Judicial and Legal
Services Commission, may send such
communication to the Chief
Magistrate.
Nimrod said tt must
be noted that the Permanent
Secretary in the Ministry of Legal
Affairs has since written to the
Chief Magistrate withdrawing the
first letter and informing her by
letter dated April 8, 2008 that the
Public Service Commission will be
informed of the Chief Magistrate
having attainted the compulsory age
of retirement.
The matter is now
under judicial consideration and it
is the government’s position that
the government is merely seeking to
uphold the rules, regulations and
laws of Grenada and its action in so
doing doesn’t and should not be
interpreted as an attempt to force
the Chief Magistrate out of office.

executive and members of the Media
Workers Association of Grenada (MWAG)
has joined with the media fraternity
in extending condolences to the
family and friends of Terry Mayers.
Terry departed this
world on Wednesday May 14th, 2008.
Terry will be missed
not only in Barbados but around the
region.
In Grenada, he will be remembered
for his post Hurricane Ivan
coverage, where he worked closely
with a number of local journalists
during that period, a clear
indication of his passion for the
media and production.
But many will also
share fond memories of Terry as a
sport journalist who brought a high
level of professionalism to the
regional sports media, especially in
track and field and football.

Ministry of Transport, Sen. Brenda
Hood will be working with the
various Bus Associations to develop
a Memorandum of Understanding for
concessions on new replacement
buses.
This comes about
after Prime Minister and Minister
for Finance Dr. Keith Mitchell
announced at a meeting held on
Thursday May 8, 2008, with
Presidents of the various Bus
Associations and Minister for
Transport that his Government is
prepared to give a concession of 50%
as a trial effort.
Prime Minister
Mitchell was responding to a letter
signed by the various presidents
recommending a concessionary rate of
75%.
The Finance Minister said that
conditions must be laid out on how
Government should go forward with
it.
He said that the taxes received from
the operation of buses play a
significant role in the running of
the country and has been looking
forward to providing some kind of
concession to them to assist in the
quality of service given to the
public.
Similar
discussions were held with the Taxi
men in order for them to receive the
100% in concessions.
The Finance Minister
added that one of the main reasons
was to improve quality of vehicles
operating in the Tourism Sector.

The
first phase of the Road Debushing
Programme for 2008 is currently
underway.
This phase falls under the National
Road Maintenance Programme of the
Ministry of Works.
This programme is aimed at
providing employment for persons
within the various parishes.
It involves the cutting of road side
bushes and overhanging, digging of
drains and the cleaning of rivers
and streams.
A new component of the programme has
also been added, where some of the
gangs will be involved in the
de-bushing of agricultural farms
around the country.
